Lag / timing out issues (Cogent routing?)

First of all i don’t know if it only happens to me, but on some days i keep timing out every 5 seconds to two minutes. And this is somehow server/connection related because other servers are working fine for me. If you have any idea what causes this problem it would be very helpfull :)

Alright, so i have the same problem and i thaught my router was slow. but can you please look at my roughly tracepath?
