Nomination Feature request

What it is- A plugin that would allow rank trusted or higher to nominate for the ranking up of fellow players. Why- It is hard for just staff to notice every player. This way, under-the-radar players could get due consideration. Obviously rules and such would have to be applied. /apply is an option too, but I don’t like it because If you wanted trusted or higher, it should be based on the opinion of others, plus you’re technically asking.
